Raychem Corporation (Raychem) operated a facility which manufactured high technology plastic and electrical insulation products and also engaged in management of hazardous waste pursuant to a hazardous waste facility permit (Permit). The Permit, issued in 1983 by
the California Department of Health Services, the predecessor of DTSC, allowed operation of a wastewater treatment system, a hazardous waste storage yard and a potassium ferrocyanide tank farm. On January 9, 1997, DTSC approved the closure activities of aboveground portions of these hazardous waste management units.
In 1999, Raychem merged with Tyco Electronics Corporation (Tyco). On June 26, 1996 and September 2000, Raychem/Tyco entered Corrective Action Consent Agreements with DTSC to first address the release of hazardous waste in soil and groundwater and then to complete Interim Measures, a Corrective Measures Study, Remedy Selection and Corrective Measures Implementation for the Former Raychem/Tyco Facility.
As a result of the implementation of corrective action investigations, it was determined that soil and groundwater contamination exists at the Former Raychem/Tyco Facility. Tyco is required to address the corrective action for any on-site contaminated soil and groundwater well as addressing on-site contamination that may migrate off the Former Raychem/Tyco Facility.
The Menlo Park West Campus is the site designation name for the East side of the Former Raychem/Tyco Facility that was purchased 2011. A Remedial Action Plan for the West Campus was implemented in 2012. Land use restrictions, groundwater monitoring, and any
